Report Cards of MLAs of Bihar
Prior to the Bihar Assembly elections in December 2010, SNS developed Report Cards on the performance of sitting Members of the Legislative Assembly of Bihar. These were developed using information accessed under the Right to Information Act 2005. The report cards of MLAs focussed on 3 broad parameters in relation to their primary roles and responsibilities-
- their performance in the Legislative Assembly;
- how they allocated the development funds at their disposal; and
- their membership in various Committees of the Legislative Assembly
SNS partnered with the media to disseminate the Bihar MLA Report Cards. SNS ran a month long campaign titled – ‘Vidhayakji ka report card’ with Hindustan to disseminate report cards of 70 MLAs. SNS also collaborated with the Times of India and ran a campaign in October-November 2010 to disseminate the MLA Report Cards prior to the Assembly Elections in the state. Both the newspapers interviewed the MLAs on the basis of information provided in the Report Cards and published the interview alongside the Report Card.
The Report Cards were received with a lot of enthusiasm by people in Bihar. Many citizens called SNS to discuss the information as they felt that this was the first time that they had access to objective information on the performance of their MLAs.
We hope this initiative will be a step towards ensuring a more transparent and accountable political environment in Bihar.
